With nearly 40 years’ work in the Texas Medical Association, Keith A. Bourgeois, MD, is no stranger to leadership in organized medicine. He became chair of the TMA Board of Trustees in 2023, having served in leader roles including chairing the Balance Billing Task Force, where he helped TMA develop policy positions that led to the legislature improving balance-billing – or surprise-billing – laws in Texas.

The ophthalmologist also has chaired TMA’s Council on Socioeconomics, and he has served on TMA’s Council on Legislation, TMA’s House of Delegates, and TEXPAC’s Board of Directors. Dr. Bourgeois also was president of the Harris County Medical Society and Texas Ophthalmological Association.

He is serving his third and final three-year term on the TMA board.

His leadership experience informed his monitoring of TMA’s lawsuits against the federal agencies regarding implementation of the No Surprises Act.

“I enjoyed serving as chair of the Balance Billing Task Force and seeing many of TMA’s recommendations become state law,” he said. He is concerned the federal law could cancel some of the progress achieved in Texas’ surprise-billing law and hopes TMA’s recent federal court successes will benefit patients and physicians.

“A collective voice is always stronger than a lone one,” Dr. Bourgeois said.

Dr. Bourgeois advocates for enhancing practice viability for both urban and rural physicians, so more doctors can care for patients in underserved areas. The Houston vitreoretinal surgery specialist enjoys regularly traveling to Columbus where he also has been treating patients for decades.
